EAB Webinar: Municipal Management wrap up with Joe Boggs, Ohio State University Extension

If you've been participating in the EABU Municipal Series since it started in Nov. 2012, this presentation serves as a wrap-up.

On the other hand, if you're new to the series, consider using it as an introduction that lays out relationships between the topics addressed. Available management options and economic impact models have evolved rapidly since municipalities became responsible for their ash tree assets in early 2006.

This brings a sea-change to how management is approached and viewed long-term. With early planning and action, it's now possible to address emerald ash borer (EAB) without forsaking core issues in community planning like property values, sense of place, sustainability and more.

When: May 8, 2013, 11 a.m. - noon, Eastern.

EAB: Liability & Communications Issues
12 Mar 2013 -- 2:00 PM ET
Margo Ely, Legal Director, Naperville, IL
Joe McElroy, Councilman, Naperville, IL

Learning outcomes:
    • Municipal liability concerns related to EAB must be addressed.
    • Understand and appreciate normal communications gaps between city council members (the dollar-counting budget crafters) and municipal staff (the tech-talking worker bees), allowing productive handling of urgent management issues raised by EAB.
    • Complex issues require attention to communication with residents and media.

Margo Ely has been the City of Naperville Legal Director for 9 years where she leads a full service in-house legal department consisting of 8 attorneys and 3 support staff who are responsible for serving all the City’s legal needs, including litigation, corporate issues, land use matters, prosecution, worker’s compensation, risk prevention, labor negotiations and employment issues.  She earned her undergraduate degree in political science and journalism at University of Iowa and her Juris Doctor at DePaul College of Law where she served on the Law Review.

Joe McElroy is a member of the City Council in Naperville, IL. Trained as both a city planner and journalist, McElroy was deputy director of City Planning in Aurora, IL (population ~200,000). Before that he was a newspaper editor and worked as a city planner for the the City of East Lansing, MI.  http://www.mcelroy-associates.com/
