Learning outcomes:
    • Municipal liability concerns related to EAB must be addressed.
    • Understand and appreciate normal communications gaps between city council members (the dollar-counting budget crafters) and municipal staff (the tech-talking worker bees), allowing productive handling of urgent management issues raised by EAB.
    • Complex issues require attention to communication with residents and media.

Margo Ely has been the City of Naperville Legal Director for 9 years where she leads a full service in-house legal department consisting of 8 attorneys and 3 support staff who are responsible for serving all the City’s legal needs, including litigation, corporate issues, land use matters, prosecution, worker’s compensation, risk prevention, labor negotiations and employment issues.  She earned her undergraduate degree in political science and journalism at University of Iowa and her Juris Doctor at DePaul College of Law where she served on the Law Review.  

Joe McElroy is a member of the City Council in Naperville, IL. Trained as both a city planner and journalist, McElroy was deputy director of City Planning in Aurora, IL (population ~200,000). Before that he was a newspaper editor and worked as a city planner for the the City of East Lansing, MI.  http://www.mcelroy-associates.com/
